I use plastic razor blades, or the equivalent
is the flat end of a glass man's fiber stick - some of the sticks have a
beveled flat end that is sharpened. I wet the surface with glass cleaner while
doing this.

I put urethane cleaner on the dried urethane.
It softens a little and I take either a pre made chisel end plastic stick or I
put a round end one on a grinder and carefully scrape most of the clump from
the paint. I then put more urethane cleaner on it and let it sit and it will
soften up enough to be scrubbed clean with a paper towel.

Try loctite primer on a cloth. A lot of times
it will take the urethane and also primer off of paint, works on cloth also. I
have used this a few times. Another thing you can do if a car has bad paint
and you can not clean it try using wax it cleans a lot off adhesive that
sometimes we have a tendency to get on vehicle that have not been waxed to
often or light colored cars always. I keep it in my van for those OOPPSS!!!
